With the introduction of a overhaul of immigration law introduced by Sens.  Cotton and Perdue. Of course here come outcry of low skilled worker shortage. 
Well of course there will be, with so many career welfare recipients and laws and  regulations that make it easier to not work. 
The only way this law will work, is if they reform welfare at same time. 
Getting HEALTHY working bodies back to work and off government handouts. Especially California and New York!
This will benefit all US tax payers. At the same time reducing crime in the intercities. They should also  purpose a bill along with infrastructure bill, adding more vocational schools in the lowest income areas, then give companies that build infrastructure for the US a tax break to hire grads from them schools.
