It was said that since the beginning of time unwanted children were dumped near bodies of water. Parents hoped that the mermaids would take them in and care for them seeing how mermaids couldn't have their own offspring. 
Instead of raising the children in a morally good way the mermaids taught them evil ways. 
The mermaids taught the children about how the humans would abandon their unwanted children. They would tell the children that humans often times would eat their unwanted children. But if there were too many children some children would be given to the mermaids in return for things the humans desired.
