Rules are not similar as laws.Rules are created by individuals.Individual are sovereign so they can makes and break the rules according to their convenience On the other side laws made by Supreme authority In Society a group of people singed a contract to give their right to Supreme authority so that this authority can makes laws to save their rights. It is a social contract between individuals. These laws can not make and break according to individual choice. Rules are created to break the rules but we can't break laws. If we still try we all knows what will be happen.....
