Hurricane Katrina provides clues to that question.For example,although Katrina's likey strikes zone,flooding potential,extreme winds,storm surge dangrous where know days in advance,many gulf coast inhabitants ignored evacuation orders and/or safety institutions.Some where unable to evacuation because of physical limitations or lack of transportation.During the height of the storm,other made failed to attempts to survive by moving "safer" locations.Katrina resulted in the deaths of thrirteen hundred people.Possibly the most troubled aspect of the death toll was the number of the victims who relied on someone else's decisions.One new Orleans morgue post that out of 824 fatalities,a disturbing 64 percent of these where adults over the age of sixty- one- a large number of whom where are physical or mentality unable to movie themselves.Katrina is not the only example of in perfect resulte response to bad weather.The ruble from decades of devastated homes and lives challenges is to better protect ourslves in the future
and advoid repeating fatal mistakes.Of course 
we acknowledged that humanity's best efforts are not guarantee against. Natures forces.Even so, reasonable to stay death or injury from severe weather generally occurs beacause  of one (or more) of the factors in the following chart.

A person becomes a storm victims most likely he or she ... Is unaware of the threat,due to n negligence or lack of communication. Is aware of the threat, but choose to ignored it. Dose not know what to do and takes inappropriate action.relizes the threat,but takes action to late, has  little or no control over his or her own safety (this may apply to disable or hospitalized individuals,children,and the erledy).Takes appropriate and timely actions,but the physical of the threat prevail (otherwise know as "bad luck").
